Key-words:State-owned Business Enterprise; performances appraisement; Problems; Reasons; Countermeasures; Trend 引 言 绩效考核在作为一种有效的企业管理手段,在评价与激励员工,增强企业活力和竞争力,促进企业发展和提高企业市场地位等,发挥着至关重要的作用,是企业人力资源管理的核心。国有企业改革与发展过程中,存在不少问题,企业效益不尽人意,不少学者从多方面寻找原因,并提出解决问题的对策[1-8]。但笔者认为国有企业的问题关键在人,管理好人是改善国有企业效益的最重要途径,因此必须研究如何妥善管理国有企业员工,绩效考核是国有企业进行有效管理员工主要途径之一,当前多数国企绩效考核实行中存在困难,绩效考核与发展战略相脱节,绩效考核时间僵化,各级管理者和员工的参与度不够,考核缺乏量化、明确的工作绩效评价指标,考核指标脱离岗位职责、工作任务,绩效评价不现实,未形成有效的反馈机制等等,使整个国有企业绩效考核体系形同虚设,员工产生逆反心理,达不到考核的预期目标,甚至还导致不少人才流失[9][10]。为解决这个问题,本文从目前国有企业绩效考核存在主要问题进行分析和探[1] [2] [3] [4] [5] [6] 下一页 |
